Motor road bridge over Severnaya Dvina near Kotlas.

    The absence of reliable ferriage for transport in Kotlas district over Severnaya Dvina, which divides this region and all Arkhangelsk region into two parts, produces negative impact upon region economy. Previous years the south of district due to getting icebound is collapsed 2-3 months running.

     To implement this project the idea to attract additional investments into construction of toll bridge by means of joint stock establishment able to construct, exploit the bridge and to provide return of invested funds by stable profits receiving was generated.

    Evaluation of perspective transport flows. Profitable part of projects is formed by paying tolls to pass over the bridge. Therefore forecasting of traffic over the bridge is of vital importance. Bridge construction in Kotlas leads to redistribution of transport flows in main part of Arkhangelsk region, as a result the intensity of bridge usage by motor transport will amount to 95%, while 65% of all motor routes in south east part of Arkhangelsk will not pass the bribge.

    The fact of existence will generate new motor connections. The major part of local haulage will pass from railroad to motor transport.

    Finally intensity of traffic over Kotlas bridge by 2005 year will amount 4500car/day, including 3800 trucks and 700 buses and cars.

Perspective transport schemes of development of territories (in complex territorial plans of regions of the Russian Federation and the General scheme of spatial structure of population).

This high level of payback is achieved by means of reduction in production cost value and services cost of local enterprises in all branches, where the road factor is existing. Public profit, which is not paid by population, will amount to more than $3000 per dweller just only for Kotlas district. Therefore local authorities are interested in this project.

 

Commercial profitability in toll bridge construction. Analysis of the project implementation financial profitability, by Project introducing, indicates that there exists possibilities and conditions for achieving project profitability on the basis of funds returning, invested. to construction. Forecast of profits received under the next conditions confirms the above:

- volume of credit - $25,6 mill.

- sum of joint stock capital- $38,4 mill.

- value of credit - 10%

- terms of payments - 12 years

- tarriff - $12

When the above mentioned credit is quarterly granted by equal payments during 3 years with a sequential (one pay per quarter) plan of credit payment, the project is breakeven at any period.

At this rate:

- Payback - 9 years from the beginning of bridge building;

- Average weighted profitability of project by current gross benefit;

- profitability of project by net value - 39%;

- sum of accumulated benefits will amount $125,3 mill. in 19 years from the beginning of building. In case of lack of stock capital and need in credit on the whole sum, the project nevertheless could be introduced.
